The U.S. Department of Homeland Security (DHS) has published a final rule that changes how F-1 students are admitted to and maintain lawful status in the United States.
The final rule replaces the long-standing Duration of Status (D/S) policy with a fixed period of admission and establishes new requirements for extending stay, changing educational objectives, and continuing studies in the United States.
The regulation is scheduled to become effective on September 15, 2026. It remains subject to congressional review and has also been challenged in federal court. Unless the effective date is changed or implementation is delayed by a court or government action, CSI is preparing for the regulation to take effect on September 15.
